
ALL DECISIONS FOR AFGHANISTAN TO BE TAKEN BY LOYA JIRGA, RABBANI
LONDON 7 Oct. (IPS) Afghanistan’s former president Borhaneddin Rabbani called on all Afghan personalities, groups and organisations to concentrate their efforts on the success of the newly agreed Supreme Council for National Unity (SCNU) instead of taking personal initiatives or advancing personal or group’s interests.
In a statement read by the Persian and Pashtoon service of the BBC, Mr. Rabbani, who was ousted from Kabol with his government by the Taleban in 1996 also urged all anti-Taleban forces inside and outside Afghanistan to join efforts in order to solve Afghan crisis among themselves and without foreign interference "as much as possible".
"It is necessary for all Afghan leaders and organisations to avoid individual or private initiatives, to work together in order that all future decision concerning the fate of our country to be decided by the Afghans, not foreigners", professor Rabbani added.
Asked who and which groups or organisations he had in mind when he called on them to avoid "personal initiatives", Mr. Rabbani said his aim was to prevent possible feuding among the persons and groups that would take part in the SCNU.
The formation of the Council was agreed on first of October in Rome following three days of intense discussions between several anti-Taleban groups, particularly the Northern Alliance with representatives of former Afghan Monarch.
The 120-members SCNU, to be divided equally between followers of Mohamad Zaher Shah and other formations is scheduled to meet soon to elect a president and decide on the convention of an Emergency Loya Jirga, possibly inside Afghanistan.
Asked by the BBC’s Ma’soomeh Torfeh to comment on the role of Zaher Shah, Mr. Rabbani said the problem of Afghanistan was not that of personality, but of reaching consensus acceptable to all Afghans.
"In present conditions, talking about who would be the next ruler or which organisation should have the upper hand would create more problems that it would solve", the former president pointed, adding that all these questions must be decided by the Loya Jirga, or the Elders Council.
He agreed with his foreign minister, Dr. Abdollah, who has utterly ruled out any participation of the Taleban in Afghanistan’s future government, but observed that "not all the Taleban have their hands "stained with Afghanis blood", as stated by Dr. Abdollah.
Professor Rabbani, who’s government is still recognised by the international community despite the fact that it controls less than 10 per cent of Afghanistan, also urged his neighbours, particularly Pakistan to "stop meddling in Afghan interior affairs".
"We have the impression that Pakistan did not get any lesson from the past events and would continue with their provocations", he warned. ENDS RABBANI 71001
